Recommendations to Expand Access to and Use of the Minnesota All Payer Claims Database: Final Report

In this final report to the Minnesota Legislature, nine recommendations are shared to set MDH on a path toward further enhancing the data infrastructure required for data driven health policy making and generating applied research findings to improve access and cost of health care in Minnesota. 

Recommendation Report for Expanded Access to the Minnesota All Payer Claims Database: Initial Findings

This report presents initial findings for developing recommendations about expanded access to the Minnesota All Payer Claims Database (MN APCD) and a road map for developing final recommendations later this year. We present an overview of the MN APCD, provide background information about the emergence of APCDs across the country, document some of the important contributions from research over the years, and sketch out opportunities associated with expanded access to the data for Minnesota.

Surveillance of the Initiation of, Participation in, and Completion of Cardiac Rehabilitation in Minnesota, 2017–2018 | Preventing Chronic Disease

This article published in the April 13, 2023 issue of Preventing Chronic Disease uses data from the MN APCD to identify gaps in cardiac rehabilitation use among insured Minnesotans in 2017 and 2018 across insurance types, geographic measures, Social Vulnerability Index quartiles, and comorbidities. 

Evaluating the Association Between Expanded Coverage of Direct-to-consumer Telemedicine and Downstream Utilization and Quality of Care for Urinary Tract Infections and Sinusitis | Health Services Research

This article, first published January 9, 2023 in Health Services Research, uses 2008 to 2015 data from the MN APCD to compare direct-to-consumer telemedicine and in-person visits in rates of testing, follow-up health care use, and quality for urinary tract infections and sinusitis.
