State Licensed Home Care Providers (HCP)

The Home Care Licensure within the Health Regulation Division of the Minnesota Department of Health oversees and regulates licensed home care agencies in Minnesota. These activities include:

  • Licensure and registration
  • On-site surveys and enforcement
  • Communication with providers and the public on the issues of state home care laws and regulation

Our mission is to protect maintain and improve the health of Minnesotans who receive state home care services.

In 2013, the Minnesota Legislature passed new laws, which strengthened MDH’s ability to regulate state home care providers to better protect Minnesotans who use state home care services. State home care providers must hold either a comprehensive home care license or a basic home care license. The license a provider holds is based on the types of services they provide. Announcements

MDH and Stratis Health developed a new digital toolkit to support new and prospective applicants and current assisted living and home care providers in navigating licensing, operational, and regulatory requirements.

The tools provided support survey readiness and ongoing compliance and can be used to reduce confusion, prevent errors, and plan next steps with confidence.

CLIA Certificates Are Now Electronic

Laboratories must switch to email notifications to start receiving electronic CLIA fee coupons and certificates. After March 1, 2026, paper fee coupons and CLIA certificates will no longer be available. See Changes to CLIA Fees & Certificates for more information.
