Naloxone Portal and Standing Order

The Naloxone Ordering Portal is currently active for existing accounts as of April 1, 2025. This program is now managed by the Minnesota Department of Human Services. Please visit this Minnesota Department of Human Services (DHS) website for the most up-to-date information: Naloxone Standing Order/Minnesota Department of Human Services.

A standing order and protocol are still required for some organizations to obtain and distribute opiate antagonists, such as naloxone. This page will serve as a resource for organizations that require a standing order and protocol.

Standing order and protocol

The standing order and protocol allows an organization to obtain, distribute, and administer naloxone. See example Standing Naloxone Order and Protocol (PDF). To get or renew your standing order complete the Standing Order Registration and Renewal Form. Use your organization’s business address, no P.O. boxes.

Contact information

For questions and technical assistance on the naloxone ordering portal, contact minnesota_naloxone_portal.dhs@state.mn.us. Note: Questions about your shipment should be sent to Narcan Direct at 844-462-7226 or narcandirect@ebsi.com.

Training resources

Visit the MDH Naloxone Training webpage to learn how to spot an overdose, administer naloxone, and save lives.

FAQs

Q: Why do organizations need a standing order for naloxone?

A: The standing order is needed because naloxone is a prescription drug. The standing order not only allows groups to receive and possess it but also purchase, administer, and distribute the naloxone.

Q: Why do schools need a condition-specific protocol for naloxone?

A: Naloxone is medication and schools should have direction on why, when, and how to give naloxone.

Q: How can organizations share extra naloxone kits?

A: We encourage you to share with other eligible groups outlined above, first responders, who are likely to respond to overdoses, as well as harm reduction groups in the state who provide naloxone to people most likely to overdose:

  • Steve Rummler HOPE Network - Call 952-943-3937
  • Rural AIDS Action Network (RAAN) - Call 320-257-3036
  • Red Door Clinic - Call 612-543-5555
  • Clinic 555 - Call 651-266-1295
  • Indigenous Peoples Task Force - Call 612-870-1723
  • LSS StreetWorks Collaborative - Call 612-354-3345 or email street.works@lssmn.org
  • Southside Harm Reduction Services - Text 612-615-9725

Q: Where can school nurses send questions about anything related to implementation of a naloxone program in their school?
