Service Line Material Notifications
All water systems with at least one lead, galvanized requiring replacement or unknown service line must complete service line material notifications within 30 days of receiving MDH notification that the annual service line inventory update has been approved.
Service line material notifications are an annual requirement for systems to notify residents served by lead, galvanized requiring replacement, and unknown service lines of their service line material. These notifications must be completed until the system contains 0 lead, 0 galvanized requiring replacement, and 0 unknown service lines.
Service line material public notification action steps and requirements
- Submit: Systems submit the annual service line inventory update for 2027 to MDH, as noted above.
MDH Approval: MDH will review the submission for completeness and make updates on the LITT website before the inventory is considered approved and next steps can be completed.
Note: Inventories must be reviewed and approved by MDH before systems may send service line material public notifications.
- MDH Action Required email: MDH sends an “action required” email instructing the system to send the required service line material notifications to customers. MDH will send instructions, the service line material customer notification templates, and the public notification certification form.
- Action by Systems: Once the inventory has been approved and MDH sends the “action required” email the system has 30 days to complete service line material notifications to customers.
Complete Service Line Material Notifications: Systems must send service line material notifications to customers with lead, galvanized requiring replacement, and unknown service lines based on the most up to date inventory data. Systems must use the material notification template specific to the service line material at each site.
Example: A system must notify a customer served by lead service line using the lead service line material notification template.
- Certify: System must submit the service line material public notification certification form to MDH including one (1) copy of each type of notification template and delivery methods used within 10 days after completing the customer notifications. Submit the certification form to MDH at health.lsli.certifications.MDH@state.mn.us.
