Consumer Confidence Reports
For consumers
Community water suppliers must prepare annual water quality reports, known as Consumer Confidence Reports, for their customers. The reports must be published by July of each year. The reports tell where drinking water comes from, what's in it, and how you can help protect it.
If you would like a copy of your community's annual report, contact your water supplier directly or Search for your Consumer Confidence Report (CCR).
The U.S. Environmental Protection Agency (EPA) also provides information submitted from states: Safe Drinking Water Act: Consumer Confidence Reports (CCR).
For community water suppliers
The 2025 Consumer Confidence Reports will become available to systems on April 1, 2026.
If you are a water operator, city clerk, or water superintendent, a unique link will be sent via email from MDH at the beginning of April. This link allows you to access and edit your Consumer Confidence Report.
Consumer Confidence Report upcoming changes
On May 15, 2024, the EPA announced the final Consumer Confidence Report Rule Revisions to make annual drinking water quality reports more understandable and accessible to the public. With these rule revisions, several changes have been made to the annual Consumer Confidence Reports (CCRs) that systems should be aware of.
Certification requirements
If a system received a violation during the year and will use the CCR to notify the public of the violation, that system will have to meet certain distribution requirements. These requirements include distributing the CCR in additional languages, if appropriate, a direct delivery method, and an additional method of delivery. All of these new requirements will be detailed in the certification form that systems will fill out when submitting their CCR.
Service Line Inventory information
When filling out the contact information section, all systems will be required to enter information regarding their service line inventory information and how it was obtained. This will be included in the paragraph with the link to the Lead Inventory Tracking Tool (LITT).
Violations summary
Starting in 2027, CCRs will contain a summary at the beginning of the reports. This summary will detail key information, including system contact information, a brief description of violations and a note that public notices are included in the CCR.
Semi Annual Release
Starting in 2027, systems that serve 10,000 or more people must distribute the CCR twice per calendar year. The first report must be delivered by July 1 and the second report must be delivered by Dec. 31. Both reports will contain the annual summary from the previous year. The second report will include an update regarding any violations, action level exceedances, or Unregulated Contaminant Monitoring Rule results. Further information on this requirement will be shared in 2026.
Significant deficiencies
A Significant Deficiencies summary section will be added to the report. If a significant deficiency was identified during a recent sanitary survey, MDH will insert the required public notice language. However, if systems have not submitted a corrective action plan regarding a significant deficiency, the system may have to add further information to the summary.
