Last Thursday, we provided some information about tracking required adjustments when breastfeeding status changes occur. This information was added to the Phase 3 Food Package Changes – June Guidance (PDF) document available on the Food Package Updates page on the MDH WIC website.
The following reiterates and clarifies some of the information provided:
June and July benefits for women and children can be adjusted beginning on the household’s Printed First Date to Use (PFDTU) in June. This is a transition issue as we shift to the new food packages.
As long as a household has May benefits, the Adjust Benefits page will be locked for women and children because it is unable to adjust the current set. Since we issue rolling month benefits, some households will have May benefits that expire as late as June 27. You will be unable to adjust June or July benefits for women and children until their May benefits have expired. Issues like these emphasize why it is always so important to double-check food packages with families and before issuing benefits.
Documentation requirements
To ensure food packages for women with breastfeeding status changes are adjusted so that they are receiving the appropriate quantities of food, documentation is required to provide a method for tracking and verifying that the changes were made. Documentation in WINNIE is only required for breastfeeding women.
Tracking adjustments
The Adjust Benefits note/priority alert subject was added for the purpose of tracking breastfeeding status changes that required adjusted benefits. However, it can be used to track any participant adjustments since some women and children may need other adjustments that must also wait until their June Printed First Date to Use (PFDTU). The Infoview report, NOTES AND DOCUMENTATION, can help with tracking these adjustment needs as well. You can also use the tracking form, Track June/July Benefit Adjustments (WORD), for this purpose.

There are a lot of different scenarios that may occur in clinic. Please refer to the Phase 3 Food Package Changes – June Guidance (PDF) or call the Help Desk for assistance (1-800-488-8799, press 2, 2).

Breastfeeding change and adjusting May, June, and July benefits
The following addresses a question submitted by a Local Agency during the last Local Agency Conference Call on Wednesday, May 20:
Question: What happens when mom/baby has May, June, and July benefits but need BF status change from MBF to Some BF for their May benefits in June. If the Adjust Benefits page is locked/error message how will staff adjust the woman’s package for June and July? Or is the error message displayed inside of Adjust Benefits for the month of May only?
Answer: June and July benefits for women and children can be adjusted beginning on the household’s Printed First Date to Use (PFDTU) in June.
Explanation: As long as a household has May benefits, the Adjust Benefits page will be locked for women and children because it is unable to adjust the current set. Since we issue rolling month benefits, some households will have May benefits that expire as late as June 27. You will be unable to adjust June or July benefits for women and children until their May benefits have expired.
What to do if change in breastfeeding status: If a mom/baby dyad with May, June, and/or July benefits need adjustments due to a breastfeeding status change and it is before their June PFDTU:
- Adjust the infant’s formula on the May benefits. Do not void their May benefits (even if benefits have not been redeemed) and do not adjust any other food items on their May benefits.
- Void their June and/or July benefits and use Issue Benefits to reissue.
- Documentation is important! In mom’s folder, add a general note with the subject of Adjust Benefits and document that her breastfeeding amount has changed and you are unable to adjust mom’s June and/or July benefits because May benefits have not yet expired.
- Adjust Benefits is a new note and priority alert subject the state will add to WINNIE on Sunday, May 31.
- Add a Priority Alert if you think that would be helpful as well.
- Once the benefit adjustment has been completed, add another general note with the subject of Adjust Benefits to document this. These notes will be used for state auditing and tracking purposes.
Track participants needing adjustment
Below are a couple of options to help your agency track these participants:
- OPTION 1: We have provided a simple Word document, Track June/July Benefit Adjustments (WORD), where you can record the date, mom’s State WIC ID, and PFDTU(s). Once the benefits have been adjusted, you can use this document to record the date and the staff who completed the adjustment. (Feel free to modify the document as needed so that it works for your agency. This is solely for your own tracking purposes; you do not have to keep it once adjustments have been completed because the Infoview report below will provide this information for auditing purposes.)
- OPTION 2: You can use the new NOTES AND DOCUMENTATION Infoview template found in the INFOVIEW TEMPLATES >> Notes folder to track participants. This report provides a list of participants who belong to the specified agencies and have notes written for the specified note subject(s) during the specified time period. The output includes the note text. This report won’t automatically remove participants after their benefits are adjusted. However, once you add a note confirming the adjustment is complete, both note records will display in the report output.
- The new Adjust Benefits subject’s ID is 50.
- The default Agency ID is 0, which runs the report for all agencies. Click the Reset Prompt Values icon found on the top right of the Prompts modal to delete the 0 from the prompt, then enter your agency ID(s).

Infoview maintenance
Gainwell will be performing maintenance on Infoview between 2:00 and 3:00 p.m. on Friday, May 29. Although you can use Infoview during this time, you may experience issues with connectivity.

WINNIE Release 3.6.2 – reminder!
Installation
Gainwell will be installing WINNIE Release 3.6.2 on Saturday, May 23. All WINNIE environments (Production, Training, Mobile Management, and Infoview) will be unavailable from 8:00 p.m. on Friday, May 22 through 7:00 a.m. Monday, May 25.
On May 26 (Tuesday due to Memorial Day), the first day of clinic after installation, it may take longer to login as the system pulls down new information to your computer.
Release Document
A short WINNIE Release 3.6.2 Document (PDF) is available on the WINNIE Release & Update Documents page on the MDH WIC website and should be reviewed by all WINNIE users prior to May 26. This document details risk factor software changes, bug fixes, and two bugs introduced by Release 3.6.2.
WINNIE Training database refresh – UNAVAILABLE May 26
The WINNIE Training database will be refreshed on May 26 and will be UNAVAILABLE.
All existing training accounts are deleted as part of the refresh process. Any agencies wanting to use WINNIE Training after the refresh on Tuesday, May 26, will need to contact the Help Desk after the refresh has been completed to have your agency’s training account re-created. The earliest the Help Desk can re-create your training account is the day after the scheduled quarterly training database refresh, or Wednesday, May 27.

June guidance for phase 3 food package changes
Although this topic is included in this month’s WINNIE the Scoop!, we want to highlight the Phase 3 Food Package Changes – June Guidance (PDF) that provides information about default food packages, issuing late for May in June, and adjusting May benefits in June. This information is essential for all WINNIE users.

Reminder! Ensure May food packages are correct
You must make sure all May food packages have been adjusted, if incorrect quantities were originally issued, before June 1. There will be no adjustment to these food items as of June 1.
Remember to verify whole grains
Whole grains in existing food prescriptions must still be corrected prior to issuing benefits. Although the default food prescriptions and all previously issued benefits have been updated to correctly display whole grains in ounces, if a new food prescription has not been created since the change to issuance in ounces that occurred in January, existing food prescriptions continue to display a value of 1 or 2 in ounces. If this quantity is issued, families will not be able to purchase any whole grain food items.
Remember to verify CVB amounts for postpartum and pregnant women
CVB amounts increased by $1 for pregnant and postpartum food packages in January. These participants should be receiving CVBs for $48. Please double-check and ensure the CVB amount is $48 for pregnant and postpartum women before issuing benefits using existing food packages.
Remember to verify juice and eggs for June benefits
The new substitution items, juice and eggs, are not consistently correct in the default food packages when creating food prescriptions for June. This is a transition issue that will be resolved in June. A correct default food package should have 10 items for both women and children. Before making any modifications, ensure you are starting with the correct quantities in the food package.
Use Infoview to identify participants
Before June 1, May benefits MUST be adjusted if issued with the incorrect amount of whole grains or CVB. Use the new Infoview FOOD AND FORMULA BY PFDTU template to identify these participants (found in the INFOVIEW TEMPLATES >> Food & Formula folder).
- Whole grains: Enter 58 into the Food Item prompt and use the input controls to limit the output to quantities less than 16.
- CVB: Enter 106 in the Food item prompt. Use the input controls to limit the output to 47.
To see the revisions made to the FOOD AND FORMULA BY PFDTU report, please refer to the Infoview Report Revisions and Corrections page on the MDH WIC website. The guidance document will be posted in Infoview sometime next week.
Use the NOT ISSUED JUICE OR EGGS template found in the INFOVIEW TEMPLATES >> Benefits >> Agency Management folder to identify participants who have been incorrectly issued benefits that contain the default food package and no juice or eggs.
Reminder! Mobile Management update
Mobile Management Release 9.8.4 will be installed on Saturday, May 2. All WINNIE environments (Production, Training, Mobile Management, and Infoview) will be unavailable from 8:00 p.m. Friday, May 1 – 7:00 a.m. Monday, May 4. A short Mobile Management Release 9.8.4 Document (PDF) detailing the release is now available on the MDH WIC website’s Other Information System Training page.
Additionally, an updated mobile app update will be published to app stores on May 9. This will not require any system downtime.

Trouble-shooting: MFA page not displaying after logging into Mobile Management
When logging into Mobile Management, you are now required to enter an MFA code. There have been instances in which the MFA code page is not displaying after you enter your password and click the Login button (you will receive the MFA email).
If this occurs, you will need to refresh the page.
Simple refresh: click the refresh icon to the left of the address bar. The MFA page with the green MFA message should display.
If it doesn’t, try clearing the caches with a hard reload/refresh. These are the steps for either Microsoft Edge or Google Chrome:
- Click the horizontal ellipses icon in the top right corner of the browser window.
- Select More tools.
- Select Developer tools.
- With the Developer tool panel open, right-click the refresh icon to the left of the address bar.
- Select:
- Google Chrome: Empty Cache and Hard Reload
- Microsoft Edge: Empty Cacher and Hard Refresh
